Leadership is a Matter of the Heart:
it is, fundamentally, a Relationship
between Leaders & Followers

Leadership Initiative is a partnership between the organization and the individual.  The on-going evolution of the Leadership Initiative relies on the personal involvement of those who will be most impacted.  The program has been created with the guidance of a Steering Council (composed of the County’s best department heads) along with the Leadership Design Team, and the County’s Chief Executive Officer.  These county leaders are involved in the actual definition, design and delivery of the program.

What distinguishes this program from other leadership efforts is the emphasis placed on the importance of “context” or culture. Organization culture is made up of the values, attitudes, and beliefs shared by members of the organization.  These shared values, attitudes and beliefs manifest themselves in the behavior of the organization:  it’s leaders, managers, supervisors and employees.  Effective leadership development must transform both the environment (context) and the individual.

Leaders have a responsibility for a culture that nourishes and institutionalizes character, competency and results.  Leaders must be able to understand the context or culture within which the leadership results need to be achieved.  The emerging leader needs to be able to accurately assess their current organization culture; determine changes necessary to support the desirable outcomes; and prepare the organization for change and then help employees navigate successfully through it. 

The leadership development design itself is contextual.  Leadership candidates will engage in rich dialogue about leadership notions, character and culture change, and design their own development based on that dialogue and their learnings.  This is not an encapsulated experience.  The Design Team is continually thinking of ways to institutionalize leadership development as the “way of doing business” at the County of Riverside.
