Why?
Nearly all current County of Riverside department heads and senior managers will retire, and replacements will be needed within the next 10-15 years.  At the same time a shortage of available, qualified leaders and managers in the labor force is anticipated, coupled with an explosive population growth within the county.  We're in a footrace to identify and develop people with high potential for leadership roles in this organization.

  The Board of Supervisors is committed to maximizing County Government's responsiveness, effectiveness and efficiency.  The Board of Supervisors has taken action by creating the

The New Workplace Requires
Different Leadership than in the Past

Fifty Years Ago

the implied psychological contract of an organization with an employee was "you do what you are told, don't make waves, demonstrate your loyalty, do your best, and the organization will take care of you."  The management philosophy tended to be "top down"--this coupled with workers' desire for job security, was held together by widely held workplace values of respect for authority and loyalty.  Organizations were structured into hierarchies, with the manager ( the most skilled technical expert of the work group ) at the top of the pyramid.  Managers "called the shots", organized and assigned the tasks, set and communicated the expectations, assessed the skills, and measured the work.  The manager organized everything because he ( and it usually was a "he" )was the most knowledgeable and capable.

Today things are Very Different
Workers are, typically, more educated and more technically proficient than their managers; they are more committed and loyal to their profession than to their employer; more likely to challenge authority to get their needs met; more focused on self-actualization and self expression; and are more concerned about work-life balance, and attracted to the quality of the work itself.

Today's workers want to work for really great leaders who bring out the best in them; leaders who are confident enough to involve them in important decisions; leaders who are competent, design flexible and interesting work, and give them just the right amount of discretion in the work that they do.
