How to become a
Leadership Participant ("Learner")
Participation in the Leadership Initiative is strictly voluntary. It is not a prerequisite for securing a top-level County executive position, nor will it guarantee such. The intent of this effort is to provide support and meaningful developmental experiences that will better prepare an individual to successfully compete for a top-level position and make an individual more effective in his/her current position at the County or Riverside.
The Leadership Initiative program is available to any County of Riverside employee who wants a management career with the County or Riverside. But not everyone will be ready to step into the leadership development arena. Participants must first be proficient in the basics of management. There are 12 competencies that are pre-conditions for effective leadership because they are fundamental building blocks for managerial effectiveness, they are:

-- Planning & Scheduling Work
-- Listening & Organizing
-- Giving Clear Information
-- Getting Unbiased Information
-- Training, Coaching & Delegating
-- Appraising People & Performance
-- Discipline & Counseling
-- Identifying & Solving Problems
-- Making Decisions & Weighing Risks
-- Thinking Clearly & Analytically
To become a candidate for the program you must first complete the "Supervisory Excellence Academy" & "Management Excellence Academy" offered through the County's Center for Government Excellence. Individuals who demonstrate management proficiency in these twelve competencies (above) are welcome to participate.
The next step is to submit your name to your Department Head and ask that you be considered for the next round of nominations (occurs once or twice a year). At this time, nomination by a Department Head is the only way you would be able to participate as a learner.
The next class is anticipated to begin in the Fall of 2008; Department Heads will be asked for their nominations to the program with a deadline date of July 14, 2008.
